CATS. Type of zero-coupon bond issued by the U.S. Treasury that is sold to financial institutions and then resold to investors. Certificate of Accrual on Treasury Securities do not pay interest payments, but are attractive to investors because they are sold at steep discounts and pay the full face value at the time of maturity.
