Qualified Legal Opinion

Definition
A written conclusion by a bond counsel regarding a municipal bond offering. The opinion indicates whether the issuance conforms to laws, tax codes and/or regulations, and that the bond issue is valid and enforceable. It is considered "qualified" because it is conditional or subject to qualifications, such as missing information. See legal opinion. Opposite of unqualified legal opinion.
